About Ilitha Telecommunications
Ilitha Telecommunications provides high-speed broadband services to townships, peri- urban, and rural communities using a combination of optic fibre and Fixed Wireless Access (FWA) technologies. We offer services on a truly prepaid basis and are committed to connecting underserved communities.
As part of Ilitha’s KwaZulu-Natal FTTH Rollout Strategy, Ilitha will establish a panel of “Build Contractors for Ilitha” to support our Fibre-to-the-Home (FTTH) expansion programme.
Contractors accepted into this panel will:
- Be eligible to participate in Ilitha’s FTTH build projects in designated rollout areas.
- Submit unsolicited proposals for areas where they hold approved wayleaves, in line with Ilitha’s Unsolicited Acquisition Strategy.
- Undergo quality and functionality assessments to ensure high standards of delivery.
Key Evaluation Criteria
Applications will be assessed on the following:
- Competitive pricing per home passed (including additional underground builds)
- Experience with FTTH projects (homes passed and connected)
- Proof of valid wayleaves for proposed areas
- Financial stability (latest audited statements)
- Project delivery track record and references from at least 3 prior projects
- Health, Safety, and Environmental compliance
- BEE status and office locations

Submission Process
Build Contractors meeting Ilitha’s functionality requirements will be enlisted in our official Build Contractors Panel. The panel will remain open for new applications and allow contractors to:
- Respond to Ilitha’s FTTH build RFPs.
- Submit unsolicited proposals for areas with pre-approved wayleaves.
To apply for enlistment, submit the following to Ilitha Telecommunications:
- Completed application with the pricing table above
- High-level project plan and proposed payment milestones
- Required documentation for assessment as per the criteria above
Successful applicants will be entered into Ilitha’s Build Contractors Database and will be eligible to engage in FTTH rollout opportunities across KwaZulu-Natal.
Proposed Build Areas
Applicants are required to define the intended FTTH build areas in detail. Each submission must include:
- A KMZ file clearly outlining the proposed build area boundaries.
- The estimated number of homes to be passed within each proposed build area.
- A summary of any wayleave approvals currently in place for the proposed areas.
This information is critical for Ilitha to assess market potential, project feasibility, and alignment with our KZN FTTH rollout strategy.
